keyserver.opensuse.org is currently down by intention. As reported by https://progress.opensuse.org/issues/17978 we are currently trying to identify the "out of sync" problem with other keyservers. This includes a few restarts and configuration changes. As such, we can not declare the system to have only partial outages.
